ANNOUNCEMENT 8th INTERNATIONAL CARTOON CONTEST INTERNATIONAL FESTIVAL OF BRILLIANT MINDS “LA CIUDAD DE LAS IDEAS

R U L E S

1. The contest is open to professional or amateur artists from anywhere in the world. You must be at least 18 to participate.

2. All work submitted must be completely original and unpublished. No entries can simultaneously participate in any other contest or event.

3. The idea to be developed as a cartoon is this year’s theme for La Ciudad de las Ideas Festival:

Play the Game

Context:

We have many years, many ink occupied pointing out what is wrong with the world and everything remains the same. Many times we make a drawing with the idea that it will make a change of consciousness in someone, in somewhere, will make a change, a difference. In this edition of the Festival of brilliant minds we want to know something different, what would you do to win? win peace, win more love in the world, win economic stability, win global equity, win empathy, win respect, win social growth, personal , politic, win in everything that you perceive that we are losing as humanity.

A game has players, rules, you can win and lose in some way, what do you propose that our game is TO WIN? In which ways can we win? or maybe to win, should we lose something ?, What should we lose that leads us to win? What games should we be playing to win? .... And what are we going to win?

Play the Game

Give us your views on, or your answer to this question, (or even another question) in a cartoon. Entries will be judged, among other things, on the following: ability to approach the core theme of the contest, creativity and mastery of the technique(s) used in the creation of the cartoon you submit.

*The organization reserves the right to eliminate from the contest any work it deems offensive, or contrary to human rights.

4. Contestants are limited to only 3 cartoons (authors who send in more than three will be disqualified). Entries may be submitted via the official webpage of the Ciudad de las Ideas Festival.

5. All techniques are eligible (digital or manual, color or b&w.)

6. Cartoons may be submitted in a size proportional to 21cm x 29cm, but not larger than that. Digital entries must be submitted in a resolution no less than 300dpi but not greater than 10Mb.

7. If you mail the original version of your cartoon, please do so in a closed envelope together with the following information:

• Full name of the author and pseudonym:

• Brief biographical summary (CV, maximum 15 lines).

8. Contestants must sign to certify they accept the potential use of their work. If you send your entry online, fill out the form and click on the acceptance box; if you send your entry by mail, include and sign a printout of the following legend:

“I, (name of the author), certify that I am the author of this entry that I hereby submit to the 2016 La Ciudad de las Ideas contest, ‘Play the Game’ I, (name of the author), accept that by submitting this entry in accordance to the rules of the contest, I am allowing PoderCívico, A.C. to use it for the purposes it deems pertinent.”

10. Selected entries will be displayed at Puebla, Mexico, on November 18-20, 2016 and will also appear in various PoderCívico A. C. communications as social media of La Ciudad de las Ideas.

These cartoons will only be used in Festival releases to various media, and will therefore be reproduced in catalogs, postcards or books; on the internet or television as per agreements with sponsors of the Festival.

11. This invitation will remain effective as of July 15 through September 18, 2016. Entries delivered by e-mail or courier must bear a date or stamp with a date no later than the deadline.

12.The results of the contest will be released on the official webpage of La Ciudad de las Ideas www.ciudaddelasideas.com, on Twitter @cddelasideas, and on Facebook www.facebook.com/Cddelasideas

Winners will be notified via e-mail, to the address included in their entry information. Please ignore any confirmation mail other than those from the domain ciudaddelasideas.com or podercivico.org.mx

13. The jury will be appointed by PoderCívico A. C. and will be empowered to settle any situation in the contest resulting from a breach in these rules. Should the jury, whose decision is final, deems that none of the entries meet quality standards it may refrain from selecting a winner. The names of the jury members will be released once this announcement becomes effective.

14. Unawarded original entries may be claimed by their authors at the offices of PoderCívico A. C. three months after the decision of the jury is made public. Any unclaimed work will remain in the custody of Martha Barragán Méndez, who will address any requests for the return of entries after the date established by PoderCívico A. C.

15. PRIZES

In this edition, the organizing committee of the event received more than 900 drawings from the most diverse parts of the world. But this time the Brazilian artists dominated the list, with a total of 26 works selected for the show.

This year will be covered again the category of Caricatures, with free theme. For help in choosing the best work, the launch event will have as guest of honor cartoonist William Medeiros, holder of several awards cartoons.

In all, R $ 12 thousand reais in premiums. The 1st place will win $ 5 thousand, 2nd place will receive R $ 3000, the winner of the Internet Award takes R $ 2,000 and the author of the winning work of Medplan Caricature Award will also receive R $ 2000.

PRESENTATION OF THE COMPETITION:

The “First International Cartoon Competition on the Freedom of Expression in Memory of Anna Politkovskaya” is a joint initiative between the Associaciól’Oliva and the LlibreriaPapasseit de Manresa bookshop, with the support of PEN Català and InstitutoQuevedo del Humor (IQh), and the support of the magazines RevistaLaMarea and La Directa.

The Associaciól’Oliva is a charitable organization which works developing educational, awareness investigation and cultural projects across four large areas: peace, human rights, democracy and sustainable human development.

All six organizations have come together to run this competition, in memory of Anna Politkovskaya, on the tenth anniversary of her murder. With this competition we want to pay homage to those people who have defended freedom of expression and the freedom of the press in spite of attempts to silence them and make them invisible. The competition aims to be a tribute to journalists, writers, illustrators, bloggers, painters and other artists who have suffered persecution, too much, to the point of giving everything for unacceptable and unforgettable acts of flagrant injustice which continue to take place.

The defence of civil and political rights, and work so that their guarantee is a reality, necessitates and requires initiatives which bring these matters closer to citizens: raising questions; promoting reflection; generating debate and discussion; exercising rights.

RULES OF PARTICIPATION:

1. This competition is open to participation from any artist in the world over 18 years of age, whether professional or amateur.

2. The theme of the competition is the freedom of expression and the press.

3. Participants can enter a maximum of three of their own, original pieces of work to the competition. These works cannot have previously won a competition.

4. There is no restriction on the format in which works are presented. The work can be created using any painting technique.

5. The work can be without words or in Catalan, Spanish, English or French. If another language is employed, the work will have to be accompanied by a translation to one of the indicated approved languages.

7. For those works presented online, they must be in .jpg format and a resolution of at least 300ppi.

8. The deadline for submissions is midnight (in Barcelona) on 31st August 2016.

9. The submission of work must be accompanied by a sheet containing the name, surname/s, postal and electronic addresses, contact telephone number and a photograph (or caricature) of the work’s author, as well as a brief explanation of their journey as an artist (maximum 8 lines).

The photograph or caricature, as well as their biography, may be used in the production of materials for education and increasing awareness of human rights once the competition has ended and may, therefore, be published unless a wish to the contrary is expressly stated.

10. Three prizes will be awarded.

• First prize of €400

• Second prize of €200

• Third prize of €100

11. The judges’ decision is final.

12. The judging committee is formed of:

• Salem Zenia. Journalist and persecuted amazigh author, refugee in Catalunya.

• MíriamIscla. Catalan actress, T de Teatre co-founder. Currently she’s representing the monologue «Dona No Reeducable», inspired by Anna Politkòvskaia (by Stefano Massini directed by LluísPascual).

• Anna Roca. Designer and Art Historian, cultural promoter and LlibreriaPapasseit cofounder.

• Somebody from the IQh.

• Carme Arenas. PEN Català’s president.

• ArcadiOliveres. Economist, activist and member of various social movements in Catalonia that are fighting for peace and social justice.

• Mass media observers: La Marea, La Directa

13. Winners will be notified of the judges’ decision by email during September 2016 and it will later be published on the competition blog and social media.

14. The top 80 selected entries will form a touring exhibition and be used to create educational and/or informative and/or awareness materials as the organizers’ associations consider appropriate. The use of material in this way will always be accompanied by the name of the author, unless a wish to the contrary is expressed.

15. The electronic version of all entries can be visited in the virtual gallery which will be produced after the virtual competition spaces (https://humorgraficllibertatexpressio.wordpress.com) and social networks (on Facebook: Anna Politkovskaia in Memoriam and on Twitter: @InMemoriamAnna) and, if applicable, those of LlibreriaPapasseit and Associaciól’Oliva or their collaborators.

16. The institutions organizing and collaborating in the competition will be able to distribute and reproduce the competition entries without express permission of the author and without that presenting any obligation on the part of the author. The educational and awareness materials which can be created from the submitted work will be the intellectual copyright of CopyLeft. Any profits gained from these materials will be wholly reinvested into the continuation of the project.

17. The organizing institutions will resolve any query which may arise and is not covered in these rules.

18. Participation in the competition implies full acceptance of these rules.

Divisions

The Four Divisions (Art, Entertainment, Animation, Manga)

In all divisions professional, amateur, independent and commercial works are eligible for submission.

Art Division

Interactive art, media installations, video works, video installations, graphic art (digital illustrations, digital photographs, computer graphics, etc.), internet art, media performances, etc.

Entertainment Division

Games (video games, online games, etc.), video / sound works (music videos, independent and advertising videos, etc.), multimedia productions (including special effects videos, performances, projections), gadgets, electronic devices, websites (including web promotions, open source projects), application software, etc.

Animation Division

Animated feature films, animated short films, animated series, etc.

Manga Division

Comics published in book form, comics published in a magazine (including works still being serialized), comics published online (for computer or mobile devices), self-published comics, etc.

Eligibility

Works must be completed or released between:

Thursday, September 10, 2015 and Friday, September 9, 2016.

* Works completed, changed, renewed, presented or released during the above period are eligible for entry.

* While an unlimited number of entries may be made, the same work may not be entered in multiple divisions.

The entrant must hold the copyright of the submitted work. If the work is submitted by a representative, permission from the copyright holder must be obtained.

*Each entrant must read, understand and accept the Rules and Regulations before submission.

*By submitting their work, the entrant is deemed to have accepted all Entry Rules and Regulations as stated.

Awards

For each division, a Grand Prize, Excellence Awards, and New Face Awards will be awarded on the basis of artistic quality and creativity. In addition, Special Achievement Awards will be awarded on the recommendation of the Jury to individuals or groups who have made a special contribution to Media Arts in any of the four divisions.

Grand Prize: Certificate*, trophy, 600,000 Japanese Yen

Excellence Award: Certificate*, trophy, 300,000 Japanese Yen

New Face Award: Certificate*, trophy, 200,000 Japanese Yen

Special Achievement Award: Certificate*, trophy

Other outstanding entries will be chosen by the Jury as Jury Selections.

Certificates will be presented by the Minister of Education, Culture, Sports, Science and Technology

Rules and Regulations - Copyright and Treatment of Entered Works

The entrant must hold the copyright of the submitted work. If the work is entered by a representative, permission from the copyright holder is required.

Permission must be obtained from the copyright holder for the use of any art, film, photographs, video images, programs music or any other content used in the submitted work. The entrant takes sole responsibility for resolving any third party claims of infringement of rights and/or claim for damages. The organizer shall not be held accountable in the event of any dispute.

Depending on the form or type of the work, it may be necessary to change the division in which the work has been entered.

All expenses related to submission of works to the competition (for example delivery cost to the Secretariat) are borne by the entrant.

Submitted works and reference materials will be returned only in exceptional circumstances.

In the case of any accidental damage to or loss of submitted work, the organizer shall not be held responsible.

Depending on the screening process, additional materials may be required.

The Secretariat shall provide no information about the screening process before or after the official announcement.

The copyright of submitted works shall remain with the entrant.

Submitted works and reference materials may be duplicated by the Secretariat. The use of such duplicated materials is limited to the purpose of jury screening.

The organizer may screen, publicly transmit (broadcast), duplicate, exhibit translate, and/or publicize any works on its website, without compensation. This use purposes of announcing the results of the Award-winning Works and Jury Selections, exhibiting the Award-winning Works and Jury Selections and publicizing the 20th Japan Media Arts Festival.

Works that are exhibited or introduced in the Exhibition of Award-winning Works of the 19th Japan Media Arts Festival will be documented in video and photographs. This documentation may be used for PR and related projects of the 20th Japan Media Arts Festival.

Regarding Personal Information

The Japan Media Arts Festival Executive Committee shall make every reasonable effort to prevent disclosure, appropriation, and/or distortion of personal information by adhering to the following guidelines.

Personal information submitted by an entrant shall be used only for

1 Announcement of screening results

2 Contact for enquiry about submitted works

3 Contact about Related Events of Japan Media Arts Festival

4 Statistical analysis for improvement of the Japan Media Arts Festival

5Providing information about the Japan Media Arts Festival and related events, and when seeking entries to the Japan Media Arts Festival. (If such disclosure is unacceptable to the applicant, it will be withheld upon request.)

6 Public announcement of award winners to the media and on the website (the title of the work, winner’s name and affiliation, etc.). We will directly contact each winner to confirm this before making public announcement.)

If personal information is required for use beyond the above reasons, the Secretariat will contact the entrant for permission prior to use.

2Disclosure to a Third Party

Appropriate efforts shall be made to administer and protect an entrant’s personal information. This personal information shall not be disclosed to any third party without prior consent. In addition, such information shall only be disclosed to a third party when absolutely necessary for operation and management by the Japan Media Arts Festival Secretariat. However, information may be disclosed when consent from the person concerned cannot be obtained, if such disclosure is necessary to protect human life or property, or is required by law.

3Entrants’ Obligation

All entrants must read, understand, and accept the “Entry Rules and Regulations” before submitting work. By submitting their work, the entrant is deemed to have accepted all Entry Rules and Regulations as stated.

The International Cartoon Competition on Community of Common Destiny for All is co-hosted by China Daily and the China Journalistic Caricature Society and organized by China Daily Website and News Cartoon Website. The organizing committee of the competition received more than 2000 cartoons from more than 20 countries, including China, the United States, India, Denmark, Turkey, Bulgaria and Cote d’Ivoire. The judges selected one First Prize winner, two Second Prize winners, three Third Prize winners and 80 Runner Up Prize winners. The main prize-winners are: First Prize: Per Marquard Otzen (Denmark) (Top). Second Prize: Song Chen (China), Zhou Xiyue (China) Third Prize: Daryl Cagle (US), Mowfak Hussin Galy (US), Sun Shenying (China).

REGULATIONS FOR THE JABOATÃO DOS GUARARAPES INTERNATIONAL GRAPHIC HUMOUR

ABOUT THE THEME

The Jaboatão dos Guararapes - Pernambuco International Graphic Humour Salon (SIHG-PE) has the

OLIMPIC SPIRITS AND ATHLETES as theme. The idea is to put at the centre of discussion issues related

with the Olympic spirit, sports practice, health, well-being, healthy body and mind. Homage is paid to

worldwide known athletes who have contributed to sports in all its categories.

2) ABOUT THE JABOATÃO DOS GUARARAPES INTERNATIONAL GRAPHIC HUMOUR SALON

The idea is to promote, through the cartoons and caricature contest, the reflection about Human Rights

and about personalities who contributed with their ideas and thoughts to humanity.

3) ABOUT THE CONTESTANTS

a) Both, Brazilian or foreigners, amateur or professional, graphic artists in general may participate.

b) Each contestant can send up to 2(two) pieces of work for each category: cartoon or caricature, as long

as they have not been awarded the price by the time they do so.

c) The candidate to enrol on this contest acknowledges being solely responsible for the veracity of the

data and authorship of the work presented, being held liable on a civil and criminal basis, during or after

the contest, if proven guilty.

d) Anyone working directly with the organisation, awarding committee and production of SIHG-PE is not

allowed to participate, including and up to their second degree relatives.

4) ABOUT ENTRY

a) Registration forms will be provided on the website www.sihgpe.com

b) The registration must be done exclusively via website.

c) The contestant must fill in a form for each category, attaching the corresponding pieces of work.

d) The pieces of work must be sent in A3 format (297 mm x 420 mm), horizontally or vertically, in JPEG,

with resolution of 300 DPI.

e) The organising committee takes no responsibility for entries or work not received due to technical

problems with computers, network congestion, communication failure, or any other factor that prevents

the successful electronic entry.

f) The homologation of the entries will be published through the confirmation email.

g) The entry will imply accepting this rules and regulations in all its terms, including the deference of the

final result of the contest and the items related to the destination and use of the drawings.

5) ABOUT THE FINAL DESTINATION AND USE OF THE WORKS OF ART

a) The pieces of work will go through a pre-selection process and the chosen ones will be shown at the

SIHG-PE exhibition. The full list of selected works will also be published on the site www.sihgpe.com

b) The authors of the selected works will assign the copyright to SIHG to their use at the salon during the

event and advertisement of the next ones. The prizewinner pieces may be permanently used for

advertisement purpose of the current and future editions of the SIHG. In either case, it is not possible to

charge for the use of the works, considering the selection and awarding criterion described in this rules

and regulations.

6 - DEADLINES

a) The works will be exhibited from 25th July to 21th August at 24:00, 2016.

b) The selection of works will be on 27th August 2016.

c) The judgement of the selected works will occur on 10th September 2016.

d) The exhibition will take place from 11th September to 11th October 2016.

7) ABOUT THE JUDJEMENT, SELECTION AND PRIZE

a) For the selection and prize awarding, the obeyed criteria will be: creativity, originality and pertinence

to the proposed theme. The selection will be made by a judging commission whose decision must be

accepted by the participants, with no possibility of being challenged.

b) The works sent to SIHG will go through two juries: a selection and an awarding one. The first one,

formed by qualified professionals from the graphic humour field will select around 80 (eighty) works

which will compose the exhibition and catalogue. Among these, the awarded works will be selected by

the awarding commission.

c) From the selected works, 3 (three) will be awarded: one Grand Prix among all the works selected and

a 1st place in each category.

d) The jury may choose up to two works from each category to be awarded an Honourable mention,

which does not include a monetary prize.

e) Possible omissions will be remedied in due time by the jury.

8) ABOUT THE PRIZE AWARDING

a) The selected will be awarded the following prizes per category:

GRAND PRIX

R$ 4.000,00 and trophy.

CARTUM

R$ 2.000,00 and trophy;

Honourable mention ................. Certificate.

CARICATURE

R$ 2.000,00 and trophy;

Honourable mention ................. Certificate.

b) A total of R$8.000,00 (eight thousand reais) will be awarded in prizes.

c) All selected works for the exhibition will have their works published in the SIHG catalogue.

d)The winners will be announced on 11th September, 2016, upon the exhibition opening at 15pm and

through the site of the event. The winners will be informed via telegram, phone call and/or email about

their awards.

e) The winners will receive the amount of their prize within 40 days from the disclosure via bank account

deposit.

f) The amount will be subject to the tax in force at the moment of accreditation.

g) In order to receive the amount of the prize it is compulsory to be a bank account holder in their

country.

The 2016 Cartoon Competition Unity within Diversity/New Zealand

The 2016 Cartoon Competition is now open.  This year's theme is Unity within Diversity. Cartoonists are encouraged to explore ways in which community is enriched by the ways we accept and celebrate difference. 

Once again, there is a secondary school section with a prize of $300 and an open section with a prize of $500.  All entries must be accompanied by the entry form which includes full details of the competition.
